Remaining competitive is a major challenge for the European Union and Research and Innovation can help competitiveness, prosperity and quality of life. The EU has set itself an objective of increasing research spending to 3% of GDP by 2010 and increasing the private sector share of the total to 67% by the same year.

What is the EU doing?

In order to stimulate growth and employment in Europe and to meet the objectives of the renewed Lisbon strategy, a Competitiveness and Innovation Framework Programme has been adopted for the period 2007-2013. The programme supports measures to strengthen competitiveness and innovation capacity in the European Union by encouraging the use of information technologies, environmental technologies and renewable energy sources.

Moreover, the Seventh Framework Programme for Research (FP7) , that will run from 2007 to 2013, aims at creating a European Research Area (ERA) designed to make European research more efficient by replacing loose cooperation between researchers and research organisations with research programmes integrated across borders and across disciplines.

Der Agrarbereich ist völlig übersubventioniert. Im Sozialbereich mangelt es indes noch sehr an Geldern und Ressourcen. Forschung und Entwicklung sind das "Um und Auf" für eine Gesellschaft! Für Österreich kann ich nur sagen, dass viele Förderungen für kleinere, private Organisationen und Einrichtungen mit einem schier unüberwindbaren bürokratischen Aufwand verbunden sind, dass es sich gar nicht lohnt in diesem Bereich zu investieren. Grpße Einrichtngen haben bessere Zugänge und auch mehr Ausdauer, insbesondere in finanziellen Angelegenheiten. Wichtig ist Anerkennung, Geld und Ressourcen.
