Building civil society is a way to ensure a solid democracy
in Europe. The EU is based on citizens and needs to empower them by creating
a culture of democratic participation and good governance at all levels.
Citizens have a right not only to know what the EU is doing, but also to effectively
and actively participate in the political process.
How best to build democracy and civil
society in Europe?
The EU is aware of the importance of promoting
the development of civil society organisations, youth NGOs
included, as a part of a process of consolidating democracy
and participation. An important commitment of the EU is
to build a Europe that people can relate to and bridge the
gap between citizens and the EU institutions. In this framework,
the European Commission launched a Plan D for Democracy,
Dialogue and Debate with the aim of bringing the EU closer
to its citizens by promoting dialogue with civil society
and other interested parties.
